The 2019 revisions also adapted elements of the political declaration and replaced the word “appropriate” with “appropriate” with respect to labour standards. According to Sam Lowe, a trade fellow at the Centre for European Reform, the amendment excludes labour standards from dispute resolution mechanisms.  In addition, the Equal Competition Mechanism has been postponed from the legally binding withdrawal agreement to the political declaration, and the line of the political statement that “the United Kingdom will consider taking into account alignment with trade union rules in the relevant areas” has been removed.  On 22 October, the British Parliament agreed to review the Brexit Act. But she decided it took longer than the British Prime Minister had proposed. This means that it is no longer possible to withdraw with an agreement on the planned date of Brexit, 31 October. The Brexit deal will not come into force until the Brexit law is passed by the British Parliament. The controls themselves will move towards a customs border between Britain and the island of Ireland, with controls at “ports of entry” in Northern Ireland. EU leaders approve the postponement of the date of Brexit to 31 January 2020, or earlier, if the UK and European parliaments approve the withdrawal deal by then. On 22 October 2019, the House of Commons agreed, by 329 votes to 299, to give a second reading to the revised withdrawal agreement (negotiated by Boris Johnson earlier this month), but when the accelerated timetable it had proposed did not receive the necessary parliamentary support, Johnson announced that the law would be overturned.   The British Parliament decides that a further extension of the date of Brexit is necessary, as it first wants to examine the relevant legislation before deciding on the withdrawal agreement. The UK government is then asking the EU to postpone the date of Brexit to 31 January 2020.
The new relationship will not be highlighted until the end of the transition period, when negotiations are completed. The new agreements will enter into force after the transition period that ends on December 31, 2020.
