The Chairman of the Border Commission may not be a national or permanent resident of either country. Within forty-five days of the agreement, each party shall submit allegations and evidence relevant to the Commission`s mandate. The agreement set up two neutral commissions: the Enterprise Commission and the Claims Commission. An IRIN report described the signing of the peace agreement, each party forwarded its claims and evidence to the secretary who provided its results to the EEBC based on this evidence and identified those parts of the border where there did not appear to be any dispute between the parties. In case of disagreement, the parties submitted written and oral statements and any additional evidence directly to the EEBC. Eritrean President Isayas Afewerki and Ethiopian Prime Minister Meles Zenawi signed a comprehensive agreement in Algiers. By signing the peace agreement, the two leaders had ended two years of border war. Un Secretary-General Kofi Annan, OAU Secretary-General Salim Salim, Nigerian President Olusegun Obasanjo, Togolese President and OAU President Gnassingbe Eyadema, US Secretary of State Madeline Albright and US President Clinton`s envoy Anthony Lake participated in the signing. Annan, Salim, Algerian President Abdelaziz Bouteflike and an EU representative, Rino Serri, also signed the agreement as a witness (13 December 2000). The ARB lists the strengths of the peace agreement as follows: Article I: The parties put a lasting end to hostilities between them. The Contracting Parties shall respect and fully implement the provisions of the Agreement on the Cessation of Hostilities. .
